Duties in respect of LEED-CS certification includes EAp1 Fundamental Commissioning, EAc3 Enhanced Commissioning,  EAc5.1/2 Measurement & Verification plans, related reviews of energy performance simulation, IAQ criteria, etc. Duties in respect of BEAM 4/04 certification includes commissioning and energy management credits.

FAC/LEEDership appointed Commissioning Authority for Tin Mu West, an office development in Shanghai developed by Henderson Land.

BEAM Interiors Rating Tool
FAC/LEEDership is project leader for development of BEAM ‘Interiors’ for BEAM (formerly HK-BEAM) Society, in collaboration with staff at the Hong Kong Polytechnic University.

Commissioning Management Projects by FAC-Ltd

Current Projects:

Credit Suisse Asia Pacific Region Data Centre, Singapore
FAC were engaged by Credit Suisse to undertake Testing and Commissioning Management Consultancy works at their new Data Centre facility in Singapore. Work involved design, commissionability and peer review, specialist project management, planning and witnessing of tests including IST.

ICC Tower, Kowloon, Hong Kong
FAC were engaged by Sun Hung Kai Properties to manage the base-build systems T+C at the 108-storey ICC Tower at Union Square in Kowloon. The first phase saw FAC engage closely with merchant bankers Morgan Stanley, who will occupy 16 floors of the building.

Lehman Brothers Offices, 2IFC, Central, Hong Kong
FAC were engaged by Lehman Brothers to evaluate base-build plant and equipment ahead of phased migrations to a number of floors at 2IFC.

MELCO City of Dreams, Macau
FAC were engaged by MELCO to undertake Full Commissioning Management of building services at City of Dreams Resort in Central Macau, and to provide specialist monitoring and management of building services installation.


HSBC Headquarters, Central Hong Kong
FAC were engaged by HSBC to provide specialist consultancy services aimed at building services energy cost reduction. Ongoing re-engagement with EC Harris to provide consultancy services on a long-term, open-ended basis.

Completed Projects:

Wynn Casino Resort, Macau
FAC were engaged by Leighton China State Joint Venture to undertake T+C Management and Verification duties at the Wynn Casino Resort in Central Macau, a 1 million square feet project comprising a 600-bedroom 5-star hotel plus podium housing a casino and entertainment areas.

MGM Casino Resort, Macau
FAC were engaged by MGM to undertake design/commissionability review of building services at Casino Resort in Central Macau, and to provide specialist monitoring and management of building services installation.

Credit Suisse Raffles Link Data Centre, Singapore
FAC were engaged by Credit Suisse to undertake Integrated Systems Testing at Credit Suisse’s existing Data Centre facility in Raffles Link, Singapore.

Shun Hing Engineering Training Programme, Hong Kong
FAC were engaged by Shun Hing Engineering to train twenty engineers in testing & commissioning procedures, and to simultaneously undertake a performance/efficiency survey of the MVAC plant and equipment.

Barclays Capita Offices, Citibank Tower, Hong Kong
FAC were engaged by Barclays to undertake a performance/efficiency survey of the MVAC plant and equipment serving the dealers areas, to evaluate fresh air and CO2 levels, and to suggest remedial works.

Lei Yue Mun + Po Tat Commercial Centres, Kowloon
FAC were engaged by Link Management (Link REIT) to undertake a performance/efficiency survey of the MVAC plant and equipment serving the above buildings, to pinpoint waste and under-performance, and to suggest remedial works.

EMSD Engineering Training Programme, Hong Kong
FAC were engaged by The Hong Kong Government’s Electrical and Mechanical Services Department to train engineers in testing & commissioning procedures, and to simultaneously undertake a performance/efficiency survey of the MVAC plant and equipment, at Castle Peak Hospital, Hong Kong.

Mandarin Oriental Hotel, Central, Hong Kong
FAC were engaged by Mandarin Oriental Hotels Group to conduct investigative testing of systems serving the hotel.

HSBC Treasury, Kowloon Bay, Hong Kong
FAC were engaged by Keio Engineering Ltd. To provide Testing and Commissioning Management plus hands-on T+C services for Data Centre MVAC installation at the above project.

Lehman Brothers Offices, 2IFC, Central, Hong Kong

The company maintains extensive documentation relating to green building certification (rating tools) – LEED-NC, -CS, -CI, -EB, -EB:O&M (new tool) – BREEAM UK – Green Mark Singapore – Green Star Australia, and related standards, codes and guides, such as SMACNA, ASHRAE, CIBSE, IEE, International Building Code, Green Guide, Hong Kong SAR Government documents, etc.

The company maintains a list of testing and commissioning, and measuring equipment as listed in Annexe F for T&C, data logging, systems diagnostics, etc.

The company has strong collaborative links with the Hong Kong Polytechnic University, including energy simulation and analysis, IAQ and ventilation measurements, lighting and power quality measurements, etc.
